Saving money on an extra seat isn’t worth the risk. Don’t do it. Flying with a baby—no matter how small—in your lap puts him at risk of injury or even death if the plane hits severe turbulence. I've said for a while that I don't think lap children are safe (either for themselves or those around them) but that's really just my personal opinion on the matter.
