I am mystified! What kind of plane is this? Trecker Gull, Piaggio P.136 or a Grumman? Also is the N number really only three digits?

Looks like a Piaggio P136-L2, according to the FAA.
That is NOT a Grumman "Tr2." It is a Piaggio 136. It may be one of the 30 or so imported and assembled in the US by the Trecker Aircraft Corp. of Wisconsin, making it a Trecker "Royal Gull."

In his autobiography "A Hostage to Fortune" Ernest K. Gann writes of his Piaggio Royal Gull. He had it when he moved up in the San Juan Islands.

Piaggio P.136-L2 Gull assembled in the US by Kearney & Trecker Corp. making it a "Royal Gull". The L2 version had the 295hp GO-480-G1D6 Lycoming engines vs, the P.136-L1 Gull versions 270hp GO-480-B1D series engines. The giveaway is the L-2s dorsal fin, the L-1 doesn't have one to speak of.

This aircraft is the last P136-L2 flying in North America of 24 built in the US from Italian parts. My friend was the previous owner. We flew it from Tower, MN to Plummers Resort on Great Bear Lake in NW Canada, which is exactly at the Arctic Circle. The engines are Lycoming GSO-480’s which are 340 hp each.
