Can someone please explain, if the measure is "passenger kilometres per litre of fuel" how does freight factor into this?

I don't care what some shrill bony finger wagging ninny says about fuel efficiency. The 747 is a comfortable plane to fly. I never worry about using fuel. They will make more.

The political cliques want to make consumption an offense so they can tax it.

Yes, operators care about this since fuel is one of the largest operating expenses.
