Freezing altitude in that area is about 2500' at the moment. Maybe the descent request was related to icing?

Why would anyone attempt a long over-water crossing in a single engine a/c at night and in icing conditions like that? (Assuming it was the piston engine version)

My thoughts entirely. I believe it was the 310hp piston engined version.
