When I first saw this I thought parts of the plane’s secret radio equipment were stolen, but it seems like they took handheld radios — that makes it likely to be the work of a common thief rather than an adversary’s spy agency.

Of greater concern for the Russians has to be the fact that someone unauthorized was able to get inside the plane at all. If someone hadn’t taken stuff, the intrusion could have gone unnoticed, and someone could have hidden wiretapping equipment somewhere.

Considering the secretive nature of IL II-80, this is a major breach in spite of the loss of few handheld radio sets. Wiretapping could be a serious threat and concern here.
