Passenger airlines at MIA grow to 13 in July as rebound continues

Airlines and passengers continued their return to Miami International Airport in July, when five more airlines – British Airways, Caribbean Airlines, Eastern Airlines, Lufthansa and TAP Air Portugal – restarted scheduled international flights at the global hub. I'm curious where these passsengers are going since borders remain closed to US Citizens for leisure travel in the majority of coutries? Are passengers subject to local government quarantine regulations or somehow reciving exceptions?

Not all borders are closed to US citizens.

Most are. And if not, hard restrictions in place like 10-12 day quarantine with fines for violations! Who wants that?
