Insider attacks are the most dangerous and hardest to prevent. There are strategies to minimize them, like TPA (two person access) requirements for critical tasks. But this is expensive and takes effort enforce.

Any you certainly want to terminate access for employees/contractors who leave the organization, especially under adverse circumstances, which it sounds like happened in this case. The prosecutor said he "used logins he still had to access the system," so it sounds like he had been terminated before he did this.
