Since when can an ATC facility, Batam, not accept a diversion by an air carrier 777, or for that matter any aircraft, that has already essentially declared Min. Fuel. unless that facility is closed to ops! A min. fuel declaration is an automatic declaration that priority handling is expected if not imperative.
"ATC informed the crew that approval for their diversion to Batam was still pending. The crew told ATC they were down to minimum fuel now, the approval for the diversion was still pending".
That is hole # one of many and an Accident report was not too far removed due to ATC malfeasance.
Yes, lets blame it on the flight crew which, IMHO, is the gist of the rest of the BS report.
