Iraqi F-16D crashes in Arizona

I do not understand why the Iraqi airforce a: needs to be reconstituted, and b. why they need or can operate f-16 class aircraft. If there are targets to be airstruck, then the American air force will be happy to do so anywhere in the middle east.
