I think this is a wonderful technology to use for surveillance. I am unsure if weapons aloft on unmanned air is a good idea because of what it says about the humanity of Americans. There is also the danger of a 12 yr old hacker wresting control and having the US take blame for any violence caused.

Terrorist groups could also use this technology to further their agenda. This is not as advanced as nuclear fusion (which they cannot engineer) that they could not cobble systems that would be deadly to political leaders. Their talking point would be "You used it on us, so we did it to you." I don't think we should give any excuse for enemies of civilized life to use backward ideas like "an eye for an eye" to further disrupt the peace and tranquility.
