AI plane almost hit UAV in Leh after ATC failure

This is possibly the closest a close shave can get. An Air India aircraft operating the ultra difficult Delhi-Leh sector recently was prevented from disaster as it was approaching to land in Leh by the sheer presence of mind shown by its pilots. Communication failure at Leh air traffic control (ATC) tower managed to trouble the aircraft twice during the day and an unmanned aerial vehicle added to the problem on its second flight. I have to agree with the preacher, not enough information here to render an informed opinion.

I am confused and disturbed by the following sentences in the news

" ... On arrival, the AI crew and IAF ATC had an argument following which a violation was filed against the pilots who had done a very good job ... "

and the second is

" ... After returning to Delhi, the pilots filed a complaint. ... "

Will the experts of this portal help me understand if this kind of high handedness on part of the military personnel ( air force ) is normal and acceptable ? When seemingly it is the ATC personnel who are at fault ?
